「釣魚臺列嶼爭議與媒體外交演講」
美國南加大安納堡傳播學院(Annenberg School for Communication, University of Southern California)前學術副院長Thomas A. Hollihan教授應本會之邀,9月22日上午於國立政治大學國際研究英語碩士學位學程與日本研究學位學程演講「大眾傳播媒體與『中』日領土爭議」(Mass Media and the Sino-Japanese Territorial Dispute)。
Hollihan教授此行偕妻Patricia Riley教授(安納堡傳播學院/倫敦政經學院全球傳播學程主任)訪問我國,前者最近主編了由Palgrave Macmillan出版社出版的專書The Dispute over the Diaoyu/Senkaku Islands: How Media Narratives Shape Public Opinion and Challenge the Global Order,由政治傳播及媒體外交的角度重新檢視此一主權爭議。
Hollihan教授指出,中國大陸受歷史觀點影響,在教科書、新聞報導與社群媒體(social media)上對日本充滿敵對情緒,民意普遍主張以強硬態度對之。日本傳媒無論立場為何,多傾向於強調日本受到國際支持;此外,日本的社群媒體往往被極端民族主義者控制,批評執政黨在此議題上態度軟弱,有時執政黨也會利用社群媒體動員核心支持者。
美國媒體的報導常將釣魚臺列嶼描述成不重要的小島礁群,即便可能有石油蘊藏,但非「中」日之間所謂的「核心利益」。同時,美國的報導普遍嚴重傾斜,傳媒多將中國大陸描述成一個具侵略性且妄為的大國,而日本是愛好和平的理性行為者。
他還認為,外交政策的溝通在全球化時代是困難的,因為社群媒體深化並加強了民眾情緒,甚至製造了行動網絡(networks for action),而媒體的邏輯與框架(framing)又影響了民眾的觀點,所以各式媒體的影響互相激盪,使這個議題的未來充滿變動性。
Hollihan教授總結道,中國大陸和日本媒體的論述著重「過去」,美國的則關注「現在」,但三方對未來都沒有實質的預想及討論。此外,三方的媒體都傾向將己方政府塑造成謹慎理性的行為者,而其他行為者則是危險且不理性的。他亦表示,我國政府的相關立場因為初期編著規劃之限而未能一起納入討論,但未來則是必要的研究方向,因為臺灣方面對於釣魚台列嶼爭議的法理主張是最具有說服力的。
本次活動另有元智大學社會暨政策科學系彭芸教授、國立政治大學外交學系鄧中堅教授、政大日本研究學位學程李世暉主任、政大國際事務學院外交政策研究中心臺灣獎助金訪問學人Marcin Gornikiewicz教授、國立台灣大學政治學系臺灣獎助金訪問學人Olga Y.Adams教授、郭明山大使、學術交流基金會李沃奇(William C. Vocke, Jr.)執行長、莫三比克駐臺經貿辦事處代表葉衛綺(Achilles Yeh)博士、本會黃奎博秘書長及學生代表數十人出席。

"Shark Taiwan Lennon controversy and media diplomacy speech"
Thomas A. Former academic vice president of Annenberg School for Communication, University of Southern California, USA Professor Hollihan was invited by the Association to give a speech on "Mass Media and the Sino-Japanese Territorial Dispute" at National Chengchi University on the morning of September 22.
Professor Hollihan's wife, Professor Patricia Riley (Director of Global Communications Program at Annaburg School of Communication/London School of Economics), recently edited the book The Dispute over the Diaoyu/Senkaku Islands: How Media Narratives Shape Public Opinion and Challenge the Global Order, re-examined this sovereignty dispute from the perspective of political communication and media diplomacy.
Professor Hollihan pointed out that mainland China, influenced by historical views, is full of hostility towards Japan in textbooks, news reports and social media, and public opinion generally favors a tough attitude towards it. Japanese media tend to emphasize Japan's international support regardless of their position; in addition, Japanese social media is often controlled by ultra-nationalists, criticizing the ruling party for being weak on the issue, and sometimes using social media to mobilise core supporters.
American media reports often describe the fishing taiwan as a small group of small islands and reefs that, even if there may be oil deposits, are not the so-called "core interests" between China and Japan. Meanwhile, coverage in the United States is generally heavily skewed, with the media portraying mainland China as an aggressive and delusional power, and Japan as a peaceful rational actor.
He also argued that foreign policy communication is difficult in the era of globalization, because social media deepens and strengthens popular sentiment and even creates networks for action, and media logic and framework influence people's views, so the influence of various media is stirring each other, making the future of the issue volatile.
Professor Hollihan concluded that the Chinese and Japanese media focus on the "past" while the US focuses on the "now", but the three parties have no real vision or discussion of the future. Moreover, the media on all three sides tend to portray their own governments as cautious and rational actors, while others are dangerous and irrational. He also said that the relevant position of our government could not be included in the discussion due to the limitations of the initial compilation planning, but the future is a necessary direction of research, because Taiwan's legal claims on the Taiwan side are the most convincing.

Vocke, Jr. CEO, Dr Achilles Yeh, representative of Mozambique's Economic and Trade Office in Taiwan, Mr Huang Kuibo, and dozens of student representatives attended.
