對外關係協會秘書長黃奎博與外交部研設會主任介文汲、臺灣大學人文社會高等研究院副院長林建甫參加我國駐紐約辦事處與美國海外記者俱樂部於6月3日上午在辦事處大樓合辦題為「兩岸經貿關係與我參與區域經濟整合之意涵」座談會,探討臺灣參與區域經濟整合包括「跨太平洋夥伴協定」(TPP)及「區域全面經濟夥伴協議」(RCEP)等兩大亞太地區重要自由貿易協定所面臨之挑戰。
黃秘書長強調,ECFA除提振臺灣經濟外,也為整體區域經濟發展帶來新的驅動力,該協議的早收清單使中國大陸、臺灣及外商間之三邊貿易獲利。除經濟不再是零和競賽外,臺灣的外交休兵政策亦獲得中國大陸正面回應,這些都是促進兩岸甚至區域和平穩定的要素。另外,兩岸服務貿易協定與學生運動雖反映部份臺灣民眾擔憂兩岸經濟過近、過熱,但也有臺灣民眾希望兩岸持續深化經貿關係,民眾多元的意見政府都聽到了,也給予同樣的尊重與重視。
